The BLM Proposed Lease. PRSC objected to Stipulations #22, 24, and 25.
The PRSC Notice of Appeal and Request for Stay. This is where PRSC notified IBLA of its intent to appeal, and asked for a Stay of the appealed stipulations until the appeal was decided, and gave reasons why the Stay should be granted.
BLM's Response to PRSC Request for Stay. BLM is represented by the Office of the Solicitor. This is their response to the PRSC filing.

Comments:
The PRSC appeal was not of rules. It was an appeal to reason. It was never likely to succeed, but you have to try.
If IBLA denies the PRSC appeal, PRSC's position is improved. fixBLM will leverage the denial.
If IBLA grants the PRSC appeal, fixBLM will still pursue its independent mission. We all have more than enough reason to finish that job.
